What To-Do's to Do?

As an objective is constructed, numerous to-do tasks may be applied to it. 

Do they belong in that objective and its overall goal obtainment? Are they superfluous today, as other methods are far superior in collaborative or time and cost efficiencies? 

Do you have the funds available to do a budgeted item?  What contingencies are available to replace that to-do item if constrained by an uncooperative budget?  

Is the completion of that to-do item needed at this moment in the development of the plan in conjunction with its budgeting process?   

Some To-Do Items Must be Completed.  Others may have some flexibility as an adjustment to their implementation is made in the ongoing plan.
