Is Money Tied to Time?  It is! 

But there are quite a few things that can be done cost-effectively.  

If your volunteer staff takes on an effort and accomplishes it in the framework of an objective, then you are replacing the monetary cost with the function required in the objective.   

What would be the cost without the volunteerism?  What other method might be used to complete that chosen objective? 

Would it be by mailings, internet, social media, advertising, local events outreach, literature drops, signage, free press, or door-to-door connection with the voting public? What other methods?

Each of these can be done with volunteer assistance.  

Can you measure the time so that you have an understanding of the cost related to the effort?  Having a sharp eye on the effort helps in planning for each activity used to complete an objective. 

It might be surprisingly a much bigger effort than first imagined.
